本次规划编制分为两个阶段。第一阶段为国际征集阶段，第二阶段为深化整合阶段。This planning is divided into two stages. The first stage is the international solicitation stage, and the second stage is the deepening integration stage.
4.1 International solicitation stage
对科学城九龙坡片区进行城市策划工作，包括谋划目标定位、提出产业发展策略、构建产业功能体系、布局城市配套功能、营造生产生活生态场景，同时对规划区内生态保护、土地利用、空间结构、交通组织、城乡融合等方面进行规划设计。最终提出规划的实施措施以及分期开发的保障措施，建立实施项目库，明确项目建设时序。The work includes planning target positioning, proposing industrial development strategies, constructing an industrial function system, arranging urban supporting functions, creating ecological scenes of production and life, and providing ecological protection, land use, and space in the planned area. 第一阶段为公开报名。报名内容包含报名表、相关资质文件、主创设计师业绩、团队业绩等（详见附件1）。

第二阶段为资格预审。由资格预审委员会从有效报名的设计机构中，投票评选出票数前3名入围，1名备选。

第三阶段为方案编制及评审。入围设计机构需按《西部（重庆）科学城九龙坡片区城市策划国际方案征集书》要求，开展方案设计。由评审委员会从提交的有效方案机构中，评选出1个一等奖，1个二等奖，1个三等奖。The third stage is the planning and review. The review committee will select 1 first prize, 1 second prize, and 1 third prize from the submitted effective scheme institutions.This project requires joint registration, which must meet the following conditions:1、联合体成员单位不超过3家。联合体成员中申请人为国内机构的，须具有城乡规划甲级资质；申请人为境外机构的，须在其所在国家或地区应具有合法营业范围，并具有相应设计许可。联合体成员至少一方应符合以上相应资格条件，另一方不得为个人。同时要求联合具有产业策划经验的机构报名。7.1 No more than 3 member units of the consortium. 7.2 Each member unit of the consortium shall jointly signa consortium agreement, and specify the division of responsibilities of eachdesign agency, their respective workloads and equity ratios. 3、组成项目联合体的各成员单位不得再以自己的名义单独申请资格预审，也不得同时加入本项目其它联合体申请资格预审。

8.1 Registration information
报名资料包括征集报名表、商业登记/营业执照、资质证书、法定代表人授权委托书、联合体协议书、主创设计师业绩介绍、团队人员构成安排及其他有帮助的资料（如获奖证明及荣誉等）等文件。

（一）本次国际征集公告采用中英文对照格式，当中英文内容不一致时，以中文为准。
